Janet, Saltillo tiles are rarely used anymore as they are not up to code. However, Saltillo is often synonymous with clay or terracotta tiles and these can be used for roofing projects.
Personally I think that the better option is concrete tiles that are. Painted or factory treated to look like clay and/or terracotta. These are much sturdier, will not break if stepped on (ideal if you are putting solar panels on your roof), and come with a much longer product warranty.
Typically they will cost $2 to $3 dollars more for the materials but the installation cost will be equal or in some cases less expensive because they are easier and less brittle to work with
